The National Halal Certification Center is a unit established by the General Department of Standards and Metrology under Decision No. 689/QD-TDC dated March 29, 2024.
About HALCERT
The Vietnam Halal Certification Authority (HALCERT) is a unit under the Vietnam Certification Centre(QUACERT), which is part of the Commission for standards, Metrology and quality of Viet Nam, with the function of serving state management of certification activities and services. It provides conformity assessment and other services related to the Halal field at the request of organizations and individuals according to the provisions of law.
Halal Certification
Halal certification is a process of evaluating and confirming that the products and services provided to consumers fully comply with Halal standards according to Islamic law (Shari’ah). The National Halal Certification Center (HALCERT) was established under Decision No. 689/QĐ-TĐC and operates under the Vietnam National Quality Assurance Center (QUACERT), functioning as a governmental body for managing certification activities, conformity assessment services, and other services related to Halal as required by organizations and individuals in accordance with the law.
In addition, HALCERT conducts research, disseminates Halal standards, organizes training, and engages in international cooperation. HALCERT affirms that the certified products and services fully comply with Islamic prohibitions, contain no “Haram” ingredients, and do not come into contact with anything deemed “impure.” This promotes a comprehensive and reliable connection between businesses and the Muslim community both domestically and internationally.
This is a significant milestone in the comprehensive, systematic, and professional development of Vietnam's Halal industry, and an important step in implementing the Project "Enhancing International Cooperation to Build and Develop Vietnam's Halal Industry by 2030," which was approved by the Prime Minister on February 14, 2023.

The National Halal Certification Center has been promoting cooperation with Halal regulatory agencies of countries, including the Ministry of Islamic Development Malaysia (JAKIM), the Halal Product Assurance Organization (BPJPH), the Islamic Institute of Standardization and Metrology (SMIIC), and the Gulf Accreditation Center (GAC) to sign cooperation agreements on accreditation and recognition.
